Description: Steps to Reproduce:
Open attached DisappearingLayerBug.mpk.
From ArcMap, sign into ArcGIS Online and share as a feature service (does not need to be editable).
In the browser, navigate to the item created for the service and notice there are two layers. Add the service to a new map viewer.
Remove the pop-up from Layer1.
For Layer2, save the layer (you shouldn't need to make any changes - the behavior occurs either way).
Navigate back to the item in Content. Notice that Layer1 no longer shows up in the item. However, when looking at the service URL, the layer is still part of the service itself.
