Description: 1. In ArcMap, create or bring in any sample feature class. For this test, sample polygons were created.
2. Be sure to "turn off" or uncheck the box next to this layer prior to publishing to (a)server or (b)ArcGIS Online.
(a) Publish a map service or a feature service to Server and add this service as an item to ArcGIS Online.
(b) As a second option, publish a hosted feature into ArcGIS Online.
3. In My Content, open the items details page for the service in question and open the Visualization tab.
4. Notice how the item symbology displays on the legend along with all the option to 'Change the layer's default style, filter, pop-ups and labels' however there are no data visible in the map. The map zooms into the location of where the data is expected.
Note: If the data is published when turned on, everything works as expected
